The Cuyahoga Metropolitan Housing Authority (CMHA) commissioned a master planning study for the former Garden Valley Estates, a public housing complex located in the southwest corner of Cleveland’s Kinsman neighborhood. The master plan demonstrates the ability to rethink outdated ideas on inward-facing, secluded public housing by constructing new streets and opening blocks to the surrounding neighborhood. Safe public spaces and re-orientated housing units address their streets and create a place that is authentic and vibrant.

Reconstruction includes new mixed-income townhomes, single-family homes, multi-family apartments and parks.  Sustainable building and site design features are integrated throughout the entire development  to ensure that the redevelopment is cost effective and practical to maintain.  In addition to recycled / low VOC finishes and energy star fixtures, photovoltaic panels located on the roofs of the buildings, paired with such construction techniques as high efficiency insulation, serve to reduce resident’s utility bills.  Bioretention cells located throughout park spaces and permeable paving utilized in driveways and sidewalks reduce stormwater management demand.

This multi-phased initiative has completely reconstructed a blighted neighborhood with new housing. Front doors face streets, porches offer residents private spaces, apartments are connected with community spaces and parks represent areas for recreational uses. Plazas and playgrounds are arranged around picnic areas, all in efforts to provide spaces for the intergenerational resident community. Heritage View's planning and architecture demonstrate CMHA's commitment to providing their residents with dignified and desirable housing options.
